A UN report warns Israel and Russia that their soldiers may be included in the list of suspects for "sexual violence"

The United Nations has warned Israel and Russia that their armies may be included in the list of suspected "sexual violence" parties in disputes, in light of reliable evidence of violations, according to a report published Thursday.

The report issued by the Secretary -General of the United Nations, Antonio Guterres, indicated that the two countries are at risk of inserting them into the list of parties that are believed to use "rape and sexual violence" in conflicts.

"Due to the great concerns about the patterns of some forms of sexual violence committed by the Israeli military and security forces, and the Russian military and security forces, these parties were overlooked by the possibility of being included in the list in the next report."

The report added that "these concerns are primarily related to the violations recorded in the places of detention."

In the case of Israel, the report confirmed the existence of "reliable information" stating that the military and security forces committed patterns of sexual violence, such as "reproductive violence, forcive erosion for long periods, and repeated inspections that are conducted in an abusive and degrading manner."

The report indicated that Israel cooperated with a special representative on the issue of sexual violence in conflict, while Russia did not do so.

The report added that Israel's refusal to give the inspectors the right to reach the United Nations's ability to determine the patterns and trends. Israel rejected what the report concluded, describing the attached letter from Guterres as "unusual."

"The United Nations should focus on the terrible war crimes and the sexual violence committed by Hamas, and the release of all hostages," said Danny Danone, Israeli Ambassador to the United Nations.

He added: "Israel will not tolerate the protection of its citizens, and it will continue to work in accordance with international law."

Danone described concerns as unfounded accusations.

The Islamic Resistance Movement (Hamas) was included in the Guterres report today as a group "revenge around it with credibility suspicions in committing patterns of rape or other forms of sexual violence or their responsibility for them" during armed conflicts.

"I definitely deny all these allegations," Hamas leader Bassem Naim told Reuters.

He added: "Certainly these are new attempts to use lies to draw attention to the brutal and continuous crimes committed by this fascist government and its army against our people in Gaza," referring to the Israeli statements.

Who are the Israeli bodies mentioned in the report?

The United Nations has been fulfilled by the incidents of sexual violence related to the conflict committed by the Israeli security forces, the Israeli army, and the Israeli prisons, including the unit of "Nahshoun" and the special forces "Kieter".

Likewise, the Israeli Public Security Agency, also known as Basin Pitt, and the police anti -terrorism unit (Yamam Unit) in the Negev Prisons/Kitzaho, Awfar and the Etzion detention center.

In February, the Israeli army stated that it had charged five soldiers of the treatment of a Palestinian prisoner at a site used to detain the Palestinians after the outbreak of the Gaza war, following the Hamas attack on October 7, 2023. Among the charges, the claim that the accused stabbed a man with a sharp tool "near the anal".

      What documented the report?

The report documented sexual violence incidents related to the conflict committed by the Israeli authorities mentioned in the report against seven Palestinian men in the Negev prisons/Katzahoh, Ofar, Mjadmo and the Ikkayoun detention center, and the Sadi Timan military base.

It includes at least three rape accidents, one attempted rape, violence, pressure, or tension of reproductive members of the detainees or beaten.

These detainees also reported that they were subjected to forced public erosion and repeated inspections of abstract clothes in an abusive and degrading manner, according to the report.

The report stated that he was investigating two incidents of beating and kicking the genitals at a checkpoint and during a raid on a house in the West Bank.

In Gaza, Palestinian men, women and children have been exposed to forcibly nudity, including forcing them to walk naked in public.

The report talked about filming victims by shooting video or photography.

The report said: "Given the inability to reach the places of detention, the cases from which the United Nations has been fulfilled as indicative, not comprehensive."

"Violations" against the Ukrainian war prisoners

The report indicated that there are "reliable" evidence of "violations against Ukrainian prisoners, in 50 official detention centers and 22 informal detention centers in Ukraine" and Russia.

In 2024, a human rights monitoring mission in Ukraine documented 209 cases of sexual violence related to the conflict, including rape.

He explained that "these cases included a large number of documented incidents of genital violence, including electric shock, beating, burning genitalia, forced abstraction and nudity for long periods, while it is used to humiliate prisoners and extract confessions or information from them."

In the report, 63 parties "suspected reliably" were included in their commitment or responsibility for patterns of rape or other forms of sexual violence during armed conflicts listed on the agenda of the UN Security Council, according to the United Nations.

      Sexual violence measures

The Secretary -General of the United Nations renewed his call to all parties to conflicts to set specific measures to prevent sexual violence.

This includes issuing clear orders that prohibit such violations, ensuring that the perpetrators are held accountable and allowing the arrival of United Nations devices without obstacles for monitoring purposes and providing services.

The Special Representative of the Secretary -General concerned with sexual violence during the conflicts, Bramela Batin, affirmed her willingness to engage and provide technical support to the parties in order to respond to this violence and prevent it.

Patten said: "The promise expressed by the Security Council through its six decisions allocated to sexual violence is the prohibition. We condemn the survivors (from this violence) more than solidarity, we condemn them to ensure a life of dignity and work effectively and decisively to prevent and eliminate these crimes."
